A thrilling news awaits interested scholars of the Commission on Higher Education (CHED), as for the academic year 2024-2025, CHED is extremely happy to announce that the Medical Scholarship and Return Service (MSRS) program is now open for applications for aspiring doctors in the Philippines.
Slots Available for CHED MSRS Program
The CHED MSRS Program conforms the Republic Act (R.A.) No. 11509, also known as the “Doktor Para sa Bayan Act” where for the next curriculum year, there will be 500 new slots waiting for deserving students.
Who may Apply for CHED MSRS Program?
CHED MSRS Program will be open to qualified and deserving Filipino students who are willing to undertake the mandatory return service with the following eligibility criteria:

- Filipino citizen residing in the Philippines;
- graduating student or a graduate of an appropriate undergraduate program identified as a prerequisite for a Doctor of Medicine degree and currently enrolled in Doctor of Medicine degree, from any HEIs duly recognized by the CHED, including a direct entrant to the integrated liberal arts and medicine (INTARMED) program;
- obtained a National Medical Admission Test (NMAT) score mandated by the CHED and required by the SUC/PHEI; and
- passed the entrance examinations and complied with other related requirements for admission into a Doctor of Medicine degree in any of the participating SUCs/PHEIs.

What are the Necessary Documentary Requirements for CHED MSRS Program?
The following list are the general documents that must be prepared by all interested applicants:
- proof of Filipino citizenship;
- certificate of good moral character;
- certification of acceptance from SUCs/PHEIs;
- affidavit of no existing scholarship grant; and
- additional requirements for priority groups (as applicable).
What are the Benefits under CHED MSRS Program?
If qualified and chosen to be part of the CHED MSRS Program, scholars will be able to receive the following comprehensive privileges:
- tuition and other school fees (TOSF): actual;
- book allowance: Php26,000 per academic year;
- clothing/ uniform allowance : Php7,000 per AY;
- miscellaneous allowance (to include connectivity allowance): Php12,000 per AY;
- living subsidy: Php60,000 per AY;
- lodging allowance: Php60,000 per AY; and
- transportation allowance: Php12,000 per AY.
Total: Php177,000

Internship Program/ 5th year Medicine Subsidy and Allowances: Php 148,000 per academic year with National Health Insurance Program and Government Service Insurance System (GSIS) Accident Insurance.
