Agricultural Credit Policy Council (ACPC) was created in 1986 by virtue of Executive Order 113 to assist the Department of Agriculture (DA) in synchronizing all credit policies and programs in support of the latter’s priority programs.
There are five (5) programs under the ACPC which include SURE COVID-19, Kapital Access for Young Agri-preneurs (KAYA), Agri-Negosyo Loan Program (ANYO), Sikat Saka Program (SSP), and Agrarian Production Credit Program (APCP).
1. SURE COVID-19
FOR AGRI-FISHERY-BASED MICRO AND SMALL ENTERPRISES (MSES)
Loan purpose:
- Offers working capital loans to Agri-fishery Micro and Small Enterprises (MSEs) to continue operations and ensure the availability of food supply amid the community quarantine.
Loan Details:
- Up to PHP 10 million for working capital
Five (5) years to pay
Zero-interest
lending conduit may charge service fees
FOR SMALL FARMERS AND FISHERFOLK (SFF)
Loan purpose:
- Offers emergency and production requirements to Marginalized Small Farmers and Fishers (MSFF) whose incomes were affected by the community quarantine.
Loan Details:
- PHP 25,000 per household
Payable up to ten (10) years
Zero-interest, no collateral
lending conduit may charge a service of up to 3% per transaction

2. Kapital Access for Young Agri-preneurs (KAYA)
Loan Purpose:
- Offers loans to finance working capital and/or fixed asset acquisition requirements of start-up or existing Agri-based projects of young entrepreneurs and Agri-fishery graduates.
Loan Details:
- Up to PHP 500,00 per borrower
0% interest
Up to 5 years to pay
based on project cash flow

3. Agri-Negosyo Loan Program (ANYO)
Loan Purpose:
- Offers loans to finance capital requirements of Agri-fishery based micro and small enterprises.

Step 1: Sign-up and create account.
Step 2: Schedule and attend online program briefing.
Step 3: Select loan facility and complete documentary requirements.
Step 4: Schedule and attend business planning workshop.
Step 5: Packaging of business proposal and referral to partner leading conduit (PLC).
Step 6: Processing, evaluation, and credit discussion by PLC.
