To fully compensate the perseverance of all the government employees, the Marcos administration has released the schedule updating the salary of civilian government as well as an additional allowance for them in the next year.
The Executive Order (EO) 64, according to President Ferdinand Marcos Jr. order aims to create a competent, committed, agile, and healthy workforce which shall ultimately translate to increased productivity and higher-quality public service.
The need in updating the salary and benefits equates to the prevailing economic circumstances of the people including the erosion of purchasing power due to inflation, Marcos added.
As per the published report, the updated salary schedule will cover all civilian government personnel under:
- executive, legislative, and judicial branches;
- constitutional commissions and other onstitutional offices;
- government-owned or controlled corporations (GOCCs); and
- local government units (LGUs).
Meanwhile, those who are not covered in the updated salary schedule are the following:
- job orders;
- contracts of service; and
- personnel of certain government-owned and controlled corporations (GOCCs) with their own compensation systems.
The updated salary schedule will be divided into four tranches which shall be spearheaded by National Government Agencies (NGAs):
- First tranche: January 1, 2024;
- Second tranche: January 1, 2025;
- Third tranche: January 1, 2026; and
- Fourth tranche: January 1, 2027.

Under the EO, all qualified government employees are also entitled to receive a medical allowance of PhP7,000 each year in 2025 as a subsidy for the availment of health maintenance organization (HMO)-type benefits.
Note, however, that the pay distinctions shall be based on differences in duties, responsibilities, and qualifications, hence, the updated salary schedule shall be dependent on the government's financial capacity.
The updated salary schedule shall be effective immediately upon publication in the Official Gazette or in a newspaper of general circulation.
