In every profession, you would have to have taxes. Taxes are made in order for a specific country or a city to progress. These taxes are taken from workers who give their share of taxes and is deducted accordingly.
However, government employees are on a special note. Government employees would either have discounted taxes or they would file their taxes in accordance with how much they are earning. After the Tax Reform for Acceleration and Inclusion (TRAIN) Law, some things would be changed and some people might be surprised that they are taxed differently this time around.
In this article, however, we will be discussing and we will be giving you the updated SALN form 2019. In addition to this, we'll also go ahead and discuss what the SALN is and to give you the list of people who need to file the SALN.
What is the SALN?
SALN, the shortcut for the Statement of Assets, Liabilities, and Net Worth, plus the disclosure of financial connections and/or business interests and identification of families in the fourth (4th) degree of both affinity and consanguinity.
In addition to that, it would also require to name the declarant's into and balance who are in service with the government.

Am I required to file the SALN?
If you are a private worker, you don't need to file the SALN because all employees and officials of the government are obliged or required to file the SALN. If you are wondering, the government pertains to:
- Local government employees and officials;
- National governments officials and employees;
- State College employees and officials;
- State University officials and employees; and
- Government-controlled and owned corporations (GOCC) and other subsidiaries (with or without original charter)
Is there a specific date when the SALN should be filed?
Yes, there are certain limitations and dates when the SALN should be filed and it's all based on law. As per Republic Act No. 6713, the “Code of Conduct and Ethical Standards for Public Officials and Employees" under Article XI Section 17 of the 1987 Constitution and Section 8, the SALN should be filed:
- On or before April 30th of each year, thereafter, statements of which must be reckoned as of the end of the preceding year;
- Within thirty (30) days after the assumption of office, statements of which must be reckoned as of his first day of service; and
- Within thirty (30) days after separation from the service, statements of which must be reckoned as of his last day of office or service.

Most usually, you will see the normal things in statements like the full name, full address, the name of the spouse, job position, etc. In addition to that, the names of unmarried children below eighteen (18) years old are also seen.
The list of assets, liabilities, and net worth would be the highlight. A description, kind, exact location, assessed value, current fair/market value, acquisition date, and acquisition cost would be involved.

Assets are something in your possession that gives you profit or income. Liabilities are things that are actually costing you; in simpler terms, they are expenses. Lastly, the net worth is the total value of all financial and non-financial assets owned by you.
All of these things will be shown and detailed in your SALN form to prove all of the assets, the liabilities, and the net worth you currently have in being a government official and employee.
