The act that will gradually increase the teaching allowance of public school teachers to P10,000 was signed on August 7, 2024 spearheadee by the the new DepEd Secretary Sonny Angara.
The Implementing Rules and Regulations (IRR)'s ratification of Republic Act No. 11997 also known as the Kabalikat sa Pagtuturo Act was also co-signed by Sen. Ramon “Bong” Revilla, Senate President Francis Escudero, Sen. Sherwin Gatchalian, Sen. Joel Villanueva, Sen. Imee Marcos, Sen. Cynthia Villar, ACT Teachers Rep. France Castro, and Cavite Rep. Lani Mercado-Revilla.
The IRR shall also be known as "An Act Institutionalizing the Grant of a Teaching Allowance for Public School Teachers" where the amount shall be released through the consultation of Department of Budget and Management (DBM).
In case you don't know, the teaching allowance shall be referred to as a cash grant given to public school teachers which they can use to purchase tangible and intangible teaching supplies and materials.
Under the newly signed law, there will be a tax-free Php5,000 annual teaching allowance for public school teachers this year from the previous Php3,500 by which shall gradually increase to Php10,000 in the next year and the following years.
As per the IRR, all qualified DepEd public school teachers will be granted the teaching allowance, which also covered the following:
- guidance counselors;
- school librarians;
- industrial arts or vocational instructors;
- all other persons performing supervisory and/or administrative functions in all public school; and
- Alternative Learning System (ALS) and Mobile Teachers and District ALS Coordinators, in all public elementary, junior, and senior high schools, and community learning centers.
Qualified DepEd public school teachers are those assigned with teaching load regardless of the hours or minutes, within the current school year.
Meanwhile, public school teachers who are excluded from the grant of teaching allowance shall includ those:
- with no teaching load and performing non-teaching functions, duties, and responsibilities within the current school year;
- who are on absence without leave (AWOL), indefinite sick leave, study leave or scholarship within the current school year; and
- who are no longer in service as of the official start of the current school year.
However, those teachers specified in the first and second items who resume duty within the current school year shall be entitled to receive the teaching allowance.
Meanwhile, Pro-rated teaching allowance shall be given to the following:
- teachers specified in the abovementioned first and second items who resume duty;
- teachers who are expected to retire within the current school year; and
- school heads or head teachers initially assigned with no teaching load but who are required to render actual teaching hours or minutes due to the absence or unavailability of a teacher.
