Effective April 30, 2022: Changes to Temporary Foreign Worker of Canada allows certain employers to hire low-wage foreign workers

As per ABS-CBN news’ report, Filipino Canadian business owners are pleased with the new changes to Canada’s Temporary Foreign Worker Program. According to the announcement, employers in certain industries in Canada can now hire low-wage foreign workers.

Beginning April 30, 2022, employers in sectors with demonstrated labor shortages, such as lodging and food services, will be permitted to hire up to 30% of their workforce for low-wage jobs for a year under the TFW program. Other employers will be able to hire up to 20% of their workforce for low-wage jobs.

Further, the duration of the work permit for high-wage and global talent streams workers has been increased to three years, and the validity of the Labor Market Impact Assessment has been extended to 18 months. Low-wage positions in seasonal industries such as fish and seafood processing have been removed.

Nelson Rodriguez, a businessman who owns and operates almost 40 fast-food outlets in Alberta said that they have been lobbying the government for a long time to reinstate the unskilled TFW program in Canada. Finally, the government recognized the critical necessity for unskilled labor. Those that work for them have progressed and are now employed.

Rodriguez mentioned the severe labor shortage in the food service industry. Through TWF’s changes, instead of needing to cut hours, they can keep work in normal hours. Workers who have had to take on more responsibilities will be less pressured. Most crucially, they have previously been unable to expand due to a lack of labor. The adjustments will make employers to better manage their businesses.

Celso Andrade, Vice President of the Philippine Business Society of Alberta, on the other hand, stated that the modifications will be beneficial to employers at the time because they are in desperate need of workers, particularly in the hotel, restaurant, and hospitality service where no one wants to work because most individuals are looking for a high-paying job.

The adjustments, according to the Canadian government, are necessary to address Canada’s existing job openings in a variety of sectors and occupations, as well as to support Canada’s ongoing efforts to restore the TFW program.
