In every democratic society, the right to vote is not just a privilege but a fundamental duty and responsibility of every eligible citizen.
In the Philippines, exercising this right entails registering as a voter, a process crucial for participating in the democratic process.
With the upcoming 2025 National and Local Elections on the horizon, eligible Filipinos must understand the registration process and actively engage in it.
Hence, voter registration will start from February 12 to September 30, 2024, Mondays to Saturdays including Holidays, please visit the following:
- Office of the Election Officer in your area
- Register Anywhere Program (RAP) sites
- Satellite or Mall Registration Sites
Here are what you can apply for with the upcoming voter registration:
- Registration (new voter)
- Transfer of Registration Record
- Reactivation
- Change of Name/Correction of Entries
- Inclusion of Records in the Book of Voters/Reinstatement of Name in the List of Voters
Voter registration application forms can be downloaded from www.comelec.gov.ph.
What are the accepted valid IDs?
Here are accepted valid IDs for voter registration:
- National ID/PhilSys ID card
- Postal ID card
- Person With Disability ID card
- Student's ID card/Library card with school authority's signature
- Senior Citizen's ID card
- Land Transportation Office (LTO) Driver's License/Student Permit
- National Bureau of Investigation Clearance
- Philippine Passport
- Social Security System/Government Service Insurance System/Unified Multi-Purpose ID card
- Professional Regulatory Commission License card
- Certificate of Confirmation mula sa National Commission on Indigenous Peoples
- Barangay Identification/Certification na may litrato
- Other government-issued valid IDs
Please be reminded that COMELEC will no longer accept company/employer’s/employee’s ID, Community Tax Certificate (cedula), and PNP Clearance.
IF you are least 18 years old on the day of the 2025 NLE, Philippine resident for at least 1 year where you plan to vote for at least 6 months, not disqualified by the law and a first-time voter, you can file an APPLICATION FOR REGISTRATION (New Voter) at the Office of Election Officer (OEO) in your place or Register Anywhere Program (RAP) sites, o Satellite/Mall Registration Sites, just bring the following:
- CEF-1 Application Form
- Valid ID
The CEF-1 Application Form is available at the Office of Election Officer (OEO) or can be downloaded from https://comelec.gov.ph/?r=VoterRegistration/ApplicationsForms.
IF you are a registered Overseas Voter in the country who wishes to vote again aside from the city/municipality/district where you are previously registered, you can file an APPLICATION FOR TRANSFER OF REGISTRATION RECORD (Overseas to Local) at the Office of Election Officer in your place or any Satellite/Mall or Register Anywhere Program Sites, just bring the following:
- CEF-1 Application Form at OVF-1
- Valid ID with current address
Note that an overseas voter who will transfer his voter registration record from overseas to same local city/municipality/district where previously registered in the Philippine will need to file an Application for Reinstatement of Records due to Transfer from Foreign Post to Same Local City/Municipality/District.

IF you are a Filipino citizen currently abroad or stays abroad within the 30-day voting period for the 2025 National and Local Elections (2025 NLE), at least 18 years old on May 12, 2025, and not disqualified by the law, you can file an APPLICATION FOR REGISTRATION as OVERSEAS VOTER, just visit the following:

- Manila Economic and Cultural Office (MECO) in Taiwan
Designated Registration Centers abroad
- Local Field Registration Centers (Philippines)

Overseas Voter Registration Requirements:
- OVF-1 Application Form
- Valid Philippine Passport or Certification of the Post if no valid passport
- Original or Certified True Copy of Order of Approval or Identification Certificates (for applicants who availed R.A. No. 3225 or Citizenship retention and Reacquisition Act)
- Photocopy of Seafarer's Identification Record Book (for Seafarers)

IF you are a registered overseas voter in the country who whishes to vote again where you are previously registered, you can file an APPLICATION FOR REINSTATEMENT OF RECORDS DUE TO TRANSFER FROM FOREIGN POST TO SAME LOCAL CITY/MUNICIPALITY/DISTRICT at the Office of Election Officer in your place or at any Satellite/Mall Registration Sites, just bring the following:
- CEF-1 Application Form
- OVF-1 Form
- Valid ID
DID you miss the election for two or more consecutives times? You can have an ONLINE FILING OF APPLICATION FOR REACTIVATION from FEBRUARY 12, 2024 to SEPTEMBER 7, 2024.
Here are the reactivation that you can file online:
- Application for Reactivation
- Application for Reactivation with Transfer of Registration WITHIN AND Correction of Entries
- Application for Reactivation with Transfer of Registration WITHIN OR Correction of Entries
- Application for Reactivation with Updating of Records for Senior Citizens (SCs) and Persons with Disability (PWDs)
You may e-mail the requirements below to the official e-mail address of the Office of Election Officer (OEO) in your place:
- Scanned copy of DULY ACCOMPLISHED CEF-1 APPLICATION FORM with active e-mail address and cellphone number
- Scanned copy of VALID ID
- Scanned copy of CERTIFICATION, COURT ORDER, or any document to prove your reason of deactivation
- Scanned copy of COURT ORDER, ORDER OF THE CIVIL REGISTRAR, or any proof for correction of entries
After you successffuly e-mail the requirements you will be given a schedule from OEO for the ONLINE VIDEO INTERVIEW.
Note that you can only avail the Online Filing of Application for Reactivation if you have completed the BIOMETRICS at the Office of Election Officer in your place. If you didn't complete the biometrics, you need to personally file an application at the OEO or Satellite/Mall registration sites.

IF you are a registered voter who was recently married and has changed legal name, you can file an APPLICATION FOR CHANGE OF NAME DUE TO MARRIAGE OR COURT ORDER/CORRECTION OF ENTRIES IN THE VOTERS' REGISTRATION RECORD, just bring the following:
- CEF-1 Application Form
- Valid ID
- For Change of Name due to Marriage: Certification of solemnizing officer; Marriage contract or court order with certificate of finality; or Order by the Civil Registrar or Consul General
- For Correction of Entries: Court order or Order by the Civil Registrar; or any necessary proof
Note that FEMALE REGISTERED VOTER can also use the Application for Change of Name if: 1.) Marriage is declared by the court annulled; 2.) Marriage is declared void by the court; 3.) She should request to return her maiden name written on the voter registration record without changing her civil status in accordance to Article 370 ng Civil Code of the Philippines.
