The Department of the Interior and Local Government (DILG) ordered barangays to submit a masterlist of cash aid beneficiaries. This is to track the transparency of their actions.
This was due to the cries of several households, complaining that they were not able to receive the funds that were supposed to be theirs.
What is the Social Amelioration Program?
With almost all workers in the country cash-strapped, the Philippine government helped. Several agencies including the Department of Social Welfare and Development (DSWD) had a Social Amelioration Program (SAP) which would grant each household with a P5,000 to P8,000-grant.
This went on successfully with President Duterte ordered the fund release. However, as the days went on, many of our countrymen were saying that they did not get the cash aid.

Barangay Distribution
As it was set, the DSWD would be distributing it to different barangays and they're the ones to distribute the forms to households.
That being said, Secretary Eduardo Año ordered all barangay leaders to disclose the masterlist of cash aid beneficiaries. He said that all they want is the transparency of where the cash aid went.

In addition to that, he also said that this can be through posting it on the barangay hall, the city hall or municipal hall, auditorium, transport terminals, public markets, hospitals, health stations, gymnasiums, social centers, and other public places.
We want the process of identifying the target beneficiaries under the SAP to be transparent. Hence, we have directed all our punong barangays to post the masterlist of beneficiaries in strategic areas in their barangays so that the residents will also be informed if they will receive the said financial assistance from the government."
A sense of enlightenment for the people
Año also said that this would be a great source of enlightenment for citizens. Moreover, they will be well-informed about who the recipients of the cash aid were.

It’s very important to broadcast their lists so the citizens will be enlightened and well-informed that the priority recipients are the poorest families who have no means to earn a living in the middle of this crisis."
To conclude, Año said that the goal of this order is to make sure that all barangays hold the correct list of beneficiaries. This way, if they figure that the list is incomplete or erroneous, the Local Government Units (LGUs) can take necessary steps; they could also report this to the DSWD.
Senate intervention
Furthermore, Senate President Vicente Sotto III asked DSWD to submit a masterlist from their end as well. Apparently, he said that there were reports coming from a lot of people complaining that they did not receive anything.
Marami tayong naririnig na reklamo na hindi umano natanggap ng mga taong dapat ay kwalipikadong makakuha ng cash assistance na pinayagan ng Kongreso sa ilalim ng Bayanihan Act. Kaya ang tanong natin ngayon, sino-sino na ba ang nabigyan ng gobyerno? Bakit marami ang nagrereklamong hanggang ngayon ay hindi pa nila nakukuha ang ayuda na nakasaad sa batas?”
In Translation: We are hearing a lot of complaints from people. What they're saying is that they did not qualify for the cash aid under the Bayanihan Act. So, what we are asking is who got the cash aid? And why are there an abundant number of complaints about not getting any assistance?
Not satisfied with the reports
Moreover, Sotto said that he was not satisfied with the report from Mr. President Duterte. He said that the report was"insufficient" and "lacking information."

In Translation: I find the report to be insufficient; this has to be clear to both us the lawmakers and the public. This is one way for us to check how the money was given to the people.

Here in Dinagat Island..sa Brgy.Sto.Nino maraming may mga abroad at meron ding sss pensioner na nakatanggap ng SAP dahil malalapit kay Kapt.at sa DSWD,walang masterlist naka paskil sa brgy.hall..
Barangay La Paz Bamban Tarlac kapitan siya ang nag evaluate ang LGU nag check kung hindi ka nila tao o kalaban ka nila wala ka namili lamang kapitan namin kahit hindi qualified.nanay ni kapitan may pension na senior naibigay na bakit nasama pa sa SAP at dalaga nakakuha.ako solo parent nawalan ng income dahil sa covid19 sapagkat akoy hindi nila tao hindi nabigyan.mga nabigyan mga tao ni kapitan.marami galit sa kapitan at LGU namin dito sa barangay La Paz Bamban Tarlac.nagagalit pa sila kung magreklamo sa DSWD at pag iinitan kapa.ginawa nila Election ang pamimigay ng SAP.

Here in our barangay Bagtas Tanza Cavite, particularly in Carissa Homes, haven't received the SAC. The DSWD never came to our place in PH3 and we were surprised that the cash assistance were already distributed yesterday and most of their beneficiaries were in Pabahay Bagtas only. Sad to think that another discrimination done by the DSWD. I am a store owner and that store is my only bread and butter to raise my 3 children. I was separated since 2018 and now we were very much affected with the quarantine since the brgy allowed the stores herto be opened from 5 am to 12 noon. I should have been also included in the amellioration program but none of the DSWD came to our place to check our situation.
