Since last year, we have been made aware of a couple of things and major changes that our country. Earlier this year, our dearest President Rodrigo Duterte has been signing bills into laws such as the Universal Health Care Bill and the Maternity Leave Expansion/Extension.
However, for the Philippine Statistics Authority (PSA), formerly the National Statistics Office (NSO), changes are going to be major in terms of identification.
The changes that we are talking about is as regards the National ID System that the Duterte Administration is planning for ever since.
According to them, this would "simplify the identification system and that this National ID would replace all existing IDs because it will contain relevant and necessary information that our country needs."

PSA's Notice to the public
Last 20th of February 2019, the PSA released a notice about the registration for the National ID. This talks about how a person or an individual can register to the National ID system flawlessly.
They issued the notice in both the English and in Tagalog so that people all over the country would understand. Their advise is as follows:

Nais po naming ipagbigay alam na ang PhilSys Registry Office (PRO) na nalikha sa pamamagitan ng Republic Act (R.A.) No. 11055 ng Philippine Statistics Authority (PSA) ay nasa proseso ng pagkukumpleto ng mga dokumento para sa pag-bid ng gagamiting sistema para rito na isasagawa sa pamamagitan ng competitive bidding. Ito ay susunod sa mga umiiral na panununtunan at regulasyon sa procurement tulad ng Republic Act (R.A.) No. 9184 at ang Implementing Rules and Regulations nito.
Nilalayon naming simulan ang unang bahagi ng pagpaparehistro sa ilalim ng Philippine Identification System (PhilSys) sa loob ng taong ito.
Dahil dito, at aming idinidiin ang aming naunang paalala, na sinumang tao o grupo na tumanggap ng bayad o nagpapakilala bilang mga awtorisadong registration centers ay hindi konektado sa PSA sa anumang paraan.

Please be informed that the PhilSys Registry Office (PRO) created by virtue of Republic Act (R.A.) No. 11055 of the Philippine Statistics Authority (PSA) is currently finalizing the bidding documents, including the terms of reference, for the procurement of the system. Said procurement of the PhilSys requirements will be made through competitive bidding. We will comply with existing rules and regulations on procurement including Republic Act (R.A.) No. 9184 and its implementing Rules and Regulations.
We intend to start the first (1st) phase of the registration under the Philippine Identification System (PhilSys) later this year.
Therefore, and we reiterate our previous Notice, entities or persons collecting fees and representing themselves as authorized registration centers are not in any way connected to the Agency.

What does this mean?
If you are wondering what this means, you are not alone. I was as dumbfounded and shocked as you were when I first read about this, too. However, this is something that we should understand and remember because when the time comes, we would encounter what the PSA is talking about.
This would mean that people, businesses, institutions, or any other entity claiming that they are part of the PSA and would ask any form of payment to you, is not in any way part of the PSA.
So, you have to avoid these people and report them as soon as you can. This Notice to the Public of the PSA is to make people aware of the dangers of scams and criminals.

In conclusion, this message is for the public to be aware that there might be people and institutions, claiming to be a part of the PhilSys or the PSA and would ask for fees.
If you encounter anything or anyone asking for fees in connection with the National ID, report them immediately to the contact number provided above.
