Since the beginning of the unwanted and the infamous quarantine due to the harsh effects of the Coronavirus Disease 2019 (COVID-19). Now, the second (2nd) tranche of the Department of Social Welfare and Development (DSWD) is effective. There have been quite a few hurdles and objections to it but the Philippine Government is positive that they're already on the brink of success.
As a matter of fact, they said that the distribution of the SAP 2 is now on its "full swing." Rene Glen Paje, Undersecretary of the DSWD, said that the SAP 2 distribution to over 12 million beneficiaries is already approaching its final stages.

According to him, this is for the benefit of those who look at improving the situation that they are in. He even said that they'll be able to receive the cash or the financial aid so that they can start with the digital payment that the Social Amelioration Program (SAP) offers.
Para po sa ating benepisyaryo, matatanggap na po ninyo ang inyong ayuda ngayong nakapagsimula na tayo ng digital payment ng Social Amelioration Program. Inaasahan natin na sa mga susunod na araw ay mas marami pa po na kwalipikadong pamilya o benepisyaro ang makakatanggap ng kanilang subsidy ngayong full swing na o full blast na ang ating distribution ng ikalawang yugto ng ating Social Amelioration Program."
In Translation: To all our beneficiaries, you will be able to receive the cash aid because we already started the digital payments for the Social Amelioration Program (SAP). We hope that within the next coming days, many more beneficiaries and families would be able to receive their subsidy. Now that the SAP 2 distribution is now on its full swing, we hope to reach out to many more of our citizens.
Slow and turtle-paced distribution
This was when Paje declared that the DSWD SAP 2 distribution is slow and "turtle-paced." In addition to that, he said that the six (6) different financial service providers were tapped for the digital payment of the SAP 2.

These payment providers include:
- Robinsons Bank
- StarPay
- PayMaya
- Union Bank of the Philippines (UnionBank)
- Rizal Commercial Banking Corporation (RCBC)
- GCash
With their help, the distribution of the cash aid will be easier and will be faster. It is also worth noting that each of these financial services will be involved and will operate based on the region they'll be assigned to.
GCash, as per Paje, will be the main provider for the following regions:
- The National Capital Region (NCR)
- Region I (Ilocos Region)
- Region III (Central Luzon)
- Cordillera Administrative Region (CAR)
- Region IV-A (CALABARZON)
- Region VI and VII (Western and Central Visayas)

Starpay, on the other hand, will also cater to the seven (7) regions. They would just also include Regions IX (Zamboanga Peninsula) and XII (SOCCKSARGEN).
Paymaya, as per the advisory, will be used to distribute the funds to members and beneficiaries in the following regions:
- The National Capital Region (NCR)
- Region IV-A (CALABARZON)
- Cordillera Administrative Region (CAR)
- Region III (Central Luzon)
- Region VII (Central Visayas)
UnionBank will be the facility used for the payouts in the following regions:
- Region I (Ilocos Region)
- Region II (Cagayan Valley)
- The National Capital Region (NCR)
- Region IV-A (CALABARZON)
- Region VI and VII (Western and Central Visayas)

Robinsons Bank will be used for the beneficiaries in Region IV-A (CALABARZON), Region V (Bicol Region), and the NCR.
Last but most definitely not the least, RCBC would focus to help out members and beneficiaries in the following regions: Regions I, III, IV-A, and V.
SAP 2 distribution in Cebu City
Paje gave the assurance to members and beneficiaries in Cebu City that they will get their fair share. In addition to that, he also said that about 10,933 people are currently in the waitlisted status.
In total, about P1.5 billion SAP 2 cash and financial assistance has been distributed to the people specifically in the regions that were mentioned. However, this is not a reason for them to stop their efforts in providing the needed cash and financial assistance by the Filipino people.

After the slow-paced turnaround time for the fund, the DSWD worked and fought hard for it to become easier and better for the beneficiaries and members. Now, it's going to be accessible to even more Filipinos through the use of the digital financial services that we operate within the country.

Alinsunod sa Executive Order 112, hindi na kasali ang Eastern Visayas sa mga lugar na nasa ilalim ng Enhanced Community Quarantine, at dahil dito, hindi magkakaroon ng second tranche sa Rehiyon 8. Magbabahagi pa rin ang DSWD ng emergency subsidy sa mga waitlisted na mga pamilya. Ito ang mga pamilya na eligible para sa emergency subsidy ngunit hindi nakatanggap noong first tranche.
