The Department of the Interior and Local Government (DILG) said that the efforts of general road clearing was successful. Why? Because only 97 of the 1,245 local government units (LGUs) all over the Philippines have been proven to be non-compliant. Therefore, these LGUs will be shown cause orders by the DILG.

Back in August, LGUs started to embark on road clearing operations to abide by the orders of our dear President, Rodrigo Duterte. The DILG reported that the massive road clearing was of "general success" but it still shows that a total of 97 LGUs have shown non-compliance.
Eduardo M. Año, DILG Secretary said that he was happy that he was able to see the commitment and participation of the LGUs.

What about the 97 LGUs that has shown non-compliance?
According to Año, the LGus who have been observed to be non-compliant are given five (5) days from their receipt of the Show Cause Orders (SOCs) for them to explain why they are non-compliant. If no response is received, then the DILG will have no choice but to submit their names to the President and file necessary and significant complaints; this can be escalated further to the Office of the Ombudsman.

Following the strenuous validation efforts of the DILG, ninety-seven (97) LGUs all over the country which were non-compliant will be issued Show Cause Orders today. These were LGUs that garnered a failed rating in the validation conducted by the Department. We hope that their reasons are acceptable so that we do not need to file cases against them."
Out of the 97 non-compliant LGUs, eleven (11) LGUs are from Region I; one (1) each from Regions II and III; seven (7) from MIMAROPA; ten (10) from Region V; one (1) from Region VI; twelve (12) from Region VII; nine (9) from Region VIII; eighteen (18) from Region IX; thirteen (13) from Region X; three (3) for Regions XI and XII; and four (4) from Regions XIII and CAR.
Metro Manila had outstanding performance
In addition to the data gathered by the DILG, they said that the non-compliance of the 97 LGUs must not outweigh the outstanding performance of LGUs in the cities of the Metro.

As per the DILG Validation Teams, One (1) LGU was noted to have a Low Compliance Rate; four (4) LGUs had a Medium Compliance Rating; and a total of twelve (12) Metro Manila LGUs had a High Compliance Rating. This was considered to be an outstanding performance based on what most people think of Metro Manila.
Which LGUs were non-compliant?
Taking it from the Assessment and Validation Ratings - MC 2019-121 (as of October the 8th, 2019), the following local government units (LGUs) were observed to be the non-compliant of the road clearing operations.

As you can see in the table, the non-compliant LGUs are diversified but the most was seen in Region IX. This just means that this region needs to comply with the request of the DILG to avoid further problems and escalation to the Office of the Ombudsman.
Nationwide Compliance: How did we do?
According to Año, a total of 1,148 LGUs passed the DILG validation. 328 registered to High Compliance Rating, 497 for Medium Compliance; while 323 under Low Compliance. Nevertheless, it's safe to say that we were able to comply great of the total LGUs in the country.
In addition to that, he further praised Regions II, III, VII, XII, and CAR for being the regions that were highly compliant to the mass road clearing.
The regions did not disappoint. We are happy to share that our road clearing campaign is also thriving in all parts of the country as mirrored through the numbers from our validation efforts."
Año said that the DILG, together with other government agencies in the country, are continuing to report, observe, and cooperate with each other to ensure that the program will be a success even in the future.

We therefore urge the public to continue reporting and be vigilant and cooperate to ensure the long-term success of the program."
Hopefully, this compliance assessment by the DILG would remain to be in process to ensure that our roads will be clear from obstruction; resulting to better flow in traffic.
