This scheme, is part of the celebration of 70 years of diplomatic relations between France and the Philippines, the PhilFrance Scholarships were created in 2016 by the French Embassy in the Philippines. This program sought to offer deserving Filipino students the chance to pursue higher education each year in France.
The PhilFrance Master and the PhilFrance-DOST are the two current programs that fall under the PhilFrance category.
1.The PhilFrance Master Program
Overview: The PhilFrance Master (formerly known as PhilFrance) is a comprehensive scholarship destined for the next generation of Filipino leaders with strong academic, leadership and professional abilities. All applications from master’s degree students from any study field, registered in either public and private establishments are eligible!
Who are eligible to apply?
Applicants must be:
- Filipino citizens residing in the Philippines at the time of application
- Graduates or graduating students of a Philippine Higher Education Institution
- College students must have completed their undergraduate programs by September 2023
What are the scholarship benefits?
Coverage of enrolment fees for the duration of the program:
-For state-regulated master’s programs (Diplome National), waiving of university registration fees (estimated at EUR 3,700 per academic year)
-For programs offered in other institutions (grande école, private school…), a grant covering a maximum of EUR 5,000 per academic year
- A monthly stipend of EUR 700, including a one-time “moving allowance”of EUR 700
- One economy class round-trip ticket from the Philippines to the French city of destination
- A healthcare package consisting of social security coverage and supplementary insurance (mutuelle)
- Priority access to CROUS student housing services
- Exemption from long-stay student visa fees (separate from VFS processing fee)

2.The PhilFrance-DOST Program
Overview: The PhilFrance-DOST program aims to foster the mobility to France of Filipino professionals working in academic, research, or government institutions. Awardees are selected jointly on the basis of academic excellence to pursue a Master’s or Doctorate degree in French public higher education institutions under the Ministry of National Education, Higher Education and Research of the French Republic.

Who are eligible to apply?
- Filipino citizens residing in the Philippines at the time of application
- Not more than 50 years old at the time of application
- In good physical health
- Holder of a higher education diploma recognized by the Philippine government allowing enrolment in the chosen degree in France
- -Master’s level applicants must have completed their undergraduate programs as of September 2023
- Demonstrates excellent academic performance
- Has knowledge or expertise required to carry out higher studies within the host establishment in the French Republic
- Completed the admission requirements for graduate studies in any of the public universities in France, including interview and other screening procedures
What are the scholarship benefits?
Care of the Embassy of France
- Waiving of enrolment fees for the state-regulated master’s or doctorate program (Diplome National)
- A healthcare package consisting of social security coverage and supplementary insurance (mutuelle)
- Priority access to CROUS student housing services
- Exemption from long-stay student visa fees (separate from VFS processing fee)
Care of the Department of Science and Technology
- A monthly stipend to cover living costs throughout the duration of the program (calculated by the DOST)
- One economy class round-trip ticket from the Philippines to the French city of destination
