Since the announcement of the Education Department about the classes resuming and starting again on the 24th of August, many people turned and became frantic. As a matter of fact, they proposed various and different learning options for the learners.
After all the fuss and the hustle and bustle about the country's education, President Rodrigo Duterte called on for the staggered tuition fee payments to private schools. He then asked the Department of Education (DepEd) to implement and create such a program in order to help the parents of learners in the midst of the Coronavirus Disease 2019 (COVID-19).

In his message to the DepEd during his televised speech, he asked for it to become a reality. He said that he hopes that they will allow the staggered tuition fee payments so that learners can enroll to their respective schools.
Yung tuition fee sana I hope you that would allow staggered payments or installment lang po sa mga eskwelahan."
In Translation : I really do hope that you [DepEd] would allow the staggered payments or even installments in the schools.
LandBank's financial assistance
In addition to his statement, he said that they will open the LandBank of the Philippines to provide financial assistance and cash aids to the parents and the guardians of these learners. Moreover, he said that this will be the form of help from the Philippine government about the schooling and the education of the youth.

Itong Landbank bubuksan namin [We will open the Landbank] and you can borrow money to finance the education of your children."
Since their most recent launch of their financial aid, which was dubbed as the Access to Academic Development to Empower the Masses towards Endless Opportunities (ACADEME), they have been offering some type of assistance more of like the "study now and pay later" scheme.
This financial program is to help students and learners from private schools and institutions to continue their education even after the strike of the COVID-19.
What does the program entail?
The loan program offers a wonderful zero interest to the part of the students. However, they're offering a 3% interest rate to the schools, should they need it.

Moreover, Generoso David, LandBank Assistant Vice President for Program Management, said that this is their form of helping the parents of these students and learners even in the situation.
Yung mga parents definitely nahihirapan sa cash flow nila ngayon. Pumapasok kami para matulungan ang mga estudyante para tuluyan pa rin silang makapa- enroll."
In Translation: All parents are now having a hard time with their cash flow. This is our entry in helping the parents of these learners to help them with the enrollment.
For the repayment scheme, it will depend on how the loan is arranged between the school and the students — and rest assured that it will be light for the students or the learners' parents.
Prioritizing education
To add to his speech, President Rodrigo Duterte said that they are in the move of prioritizing the education of the children. In spite of all the financial challenges, they are working towards improving and developing the educational system.

We are hard pressed in our finances but we have to place the premium on education. The future of this country depends on how we educate our young people nowadays."
The President continues to say that he is impressed with how simple and how easy the Education program is that is offered for the blended learning. He said that the national government is on the move of supporting this program development.
I’m impressed with the simplicity of the program and I believe that all that you have said is really feasible: radio, television and all of these things. I believe we have a very workable program and I support you."
In terms of all of these, the President is still calling on for the staggered tuition fee payments for private schools in the country; this is to help out all the parents and the guardians of the learners and the students.

To clarify, the DepEd had announced that they would not allow the face-to-face or the physical contact of classes should there be not a clear call.
