The Department of Social Welfare and Development (DSWD), being the executive body of the Philippine government whose goal is to protect the social welfare of the rights of Filipinos, needs assistance, too. ADMINISTRATIVE AIDE VI (HEAVY EQUIPMENT OPERATOR II)

  • Salary : SG 6 (Php 16,877.00)
  • Place of Assignment: Logistics Management Division

CSC PRESCRIBED QUALIFICATION STANDARDS

  • Education:  High School graduate or completion of relevant vocational/trade course
  • Experience:  None required
  • Training:  None required
  • Eligibility :  Heavy Equipment Operator (MC 11 s. 1996, as amended by MC 10, s.2013 CAT. II)

PREFERRED QUALIFICATION STANDARDS

  • Education:  At least two-years in college
  • Experience:  At least one (1) year of relevant experience
  • Training:  Four (4) hours of relevant training

ADDITIONAL COMPETENCY

  1. Basic knowledge on the use of computers
  2. Attention to details
  3. Able to work harmoniously, competently and effectively even under pressure.

JOB DESCRIPTION

Under immediate supervision, performs administrative support and semi-skilled work; and does other related works.

Functions and Responsibilities:

  1. Serves as Forklift Operator and shall be responsible for the transfer of goods to its intended delivery / storage area;
  2. Assists in the positioning, prepositioning and repositioning of goods inside a warehouse;
  3. Reconciles with warehouseman/assistant warehouseman on the quantity of goods transferred from one warehouse to another warehouse;
  4. Ensures regular check-up and maintenance of transport equipment and shall also be accountable for its safe and efficient operation;
  5. Assist in conducting actual inventory count of raw and packaging materials/operate the equipment/machine in accordance to the standard operating procedures; and
  6. Perform other related tasks that they may be assigned from time to time.

Under immediate supervision, performs warehousing and logistics function/production machine operation and other variety of skills/donation facilitation tasks, finance and quality control roles/computer operation tasks and does related works.

Functions and Responsibilities:

  1. Operates the equipment/machine in accordance to the standard operating procedures;
  2. Performs the testing procedures of all machineries and equipment used in production before, during and after each operation;
  3.  Assists in the preparation of reports on the conducted testing of the machines to the Mechanical Production Unit head;
  4. Assists in the preparation of reports on the daily machine operations including downtime and troubleshooting made to the Production Section Head; and
  5. Performs other tasks as may be required from time to time.

JOB SUMMARY

The Administrative Assistant III handles the signing of all related BAC’s Documents and update the BAC Tracking System

Functions and Responsibilities:

  1. Maintain an updated Tracking System for BAC Documents (e.g. Abstract of Quotations, BAC Resolution and all documents for signature of the BAC Members)
  2. Facilitate the signing of all related BAC’s documents;
  3. Update the BAC’s bulletin Boards in the DSWD premises;
  4. Closely coordinate with the respective offices of each BAC’s members to ensure quorum during the conduct of BAC’s activities;
  5. Respond to procurement issues / concerns in relation to the assigned task;
  6. Perform other duties and responsibilities as may be required by the Procurement Service Director, the BAC, and/or the BAC Secretariat Head

  • Training:  Eight (8) hours training on any government procurement

Job Summary:

The Administrative Officer V will primary handle all reportorial requirements of the Procurement Management Service and BAC Secretariat in compliance to the oversight agencies and internal committees. Further, the Administrative Officer V handles procurement transactions as assigned.

Job Outputs:

  1. All reportorial requirements of the Procurement Management Service (i.e. APP Non-CSE, APP-CSE, PMR, CSMR, Accomplishment Report, among other);
  2. Communications/ Memorandum/ Letters; and
  3. BAC Resolutions/ Abstract of Quotations;

Primary Functions:

  1. Provide technical support to the BAC such as legal, research, conduct of regular orientation to the newly designated BAC Members and render technical assistance to OBSU, Field Offices, Attached Agencies and Supervised Agencies;
  2. Monitor procurement activities and milestones for proper reporting to relevant agencies when require;
  3. Research legal basis on any issues and concerns;
  4. Serve as focal person to assigned Committees;
  5. Thoroughly review the submitted Project Procurement Management Plan (PPMPs) of the OBSUs;
  6. Checking of Purchase Requests/ Requisition and Issue Slips if included in the PPMP/APP of the current year;
  7. Monitor list of Blacklisted suppliers on GPPB Website;
  8. Amend the Annual Procurement Plan, whenever necessary;
  9. Coordinate with Field Offices on compliance to various submission of reports, etc.;
  10. Ensure that the conduct of Pre-Procurement Conferences, Bid Openings and other related procurement activities of the DSWD BAGs are in accordance with the provisions of RA 9184 and its IRR, as well as the procurement guidelines of IFIs, it applicable, through the conduct of the following activities, among others;
  11. Post Invitation to Bid (TB) and bidding documents in the Philippine Government Electronic Procurement System (PhilGEPS) and DSWD websites and in conspicuous, places at the Department premises and ensure advertisement in the newspaper of general national circulation, when applicable;
  12. Organize and make necessary arrangements for BAs meetings and conferences;
  13. Prepare and issue on time necessary Supplemental/ Bid Bulletins;
  14. Assist the BACs, Technical Working Group (TWG) of the end-users during bid evaluation and/or post-qualification;
  15. Prepare procurement correspondences and resolutions for the BACs; and Assist the BACs in the management of the procurement process;
  16. Ensure that all procurement documents are in accordance with the prescribed templates and forms through the following activities, among others;
  17. Review and finalize bidding documents for posting, distribution and sale to prospective bidders;
  18. Monitor procurement activities and milestones using the Procurement Monitoring Report (PMR) and the Agency Procurement Compliance and Performance Indicators (APCPI);
  19. Prepare and submit periodic reports to the BAC Secretariat Head and the BACs Chairperson, including other oversight agencies/authorities (e.g. World Bank, Asian Development Bank, Government Procurement Policy Board-Technical Support Office, etc.);
  20. Assist the BACs in the preparation of recommendations or resolutions to respond to motion for reconsideration (MR) through research and study of existing law, guidelines and issuances:
  21. Post the Award Notices, Notice to Proceed, Purchase Order (PO) and Contract, any other procurement related document at the PhilGEPS and DSWD websites:
  22. Prepare office communications, correspondences, and reports as may be required by the BAC, the PMS Director, and / or oversight agencies;
  23. Provide assistance to end-users and other stakeholders in the area of procurement-related concerns.
