The Department of the Interior and Local Government (DILG) is currently on the look for a Public Assistance and Complaint Center (PACC) Action Officer in their Central Office. In addition to that, the DILG is also looking for an individual qualified to be a Project Development Officer II; we’ll give you more details about the two (2) job posts.
We will be discussing what the main tasks and responsibilities of the two (2) job posts are; what the requirements and qualifications are, and how much the expected monthly compensation will be.
What is a PACC Action Officer?
A Public Assistance and Complaint Center (PACC) Action Officer is the one tasked to maintain and regulate whatever’s happening in the complaint center and the public assistance center in the Central Office of the DILG.
They’re expected to have proficient skills in Microsoft basic programs such as MS Word, MS Excel, and MS Powerpoint. Lastly, the Philippine government is counting on them to ensure that everything in the PACC is well-executed.

For further clarification on what the responsibilities are, here’s the scope of work of the PACC Action Officer:
- Must assist clients in the Public Assistance and Complaint Center Office (PACC);
- Perform both clerical and administrative works within the unit;
- Do monitoring and follow-ups on the progress/referrals/status of endorsements;
- Receive/Endorse/Refer Complaints/Request for Assistance/Provide feedback to the clients’ status of their requests/queries/complaints;
- Refer complaints/Queries/Requests to correct operating units in the Department and also to appropriate government and private agencies for the required action
Qualifications Required for PACC Action Officer

- Must have a bachelor’s degree related or connected to the job;
- Knows how to draft simple communications such as emails, endorsements, memorandums, referrals, etc.;

- Possesses good communication skills like the likeliness to show and display ideas in a style where it is clear and easy-to-understand;
- Knows how social media interaction works – can understand how it is done is a big plus; and
- Has excellent interpersonal skills

Salary and employment type
A Public Assistance and Complaint Center (PACC) Action Officer would be provided a P16,000.00 monthly compensation under a Contract of Service (COS) type of employment. Moreover, the benefits would be how a government worker would be benefited.

What is a Project Development Officer II?
Basing it on its term, Project Development Officer II would be hired on a project basis. This basically means that whenever the DILG needs one, that’s the only time they’ll look for qualified applicants.
Mainly, a Project Development Officer II would be tasked to take control in assisting the Citizen Satisfaction Index System (CSIS) team in the management and analysis of data, and concerns in the operations.
To clarify further what a Project Dev Officer II’s responsibilities are, here’s their scope of work:

- Lead in the development of guidelines and policies for the operations;
- Assist the CSIS’ Focal Person in the arrangement and/or enhancement of the procedures of analysis of the CSIS data;
- Regularly keeps an eye on the databases of the results of the CSIS and all available and possible CSIS data;
- Prepare presentations and reports on the CSIS survey results;
- Assist the CSIS in training and related activities;
- Prepare important reports and documentary requirements relative to the CSIS implementation and operations;
- Help in strategy-forming and in addressing the issues on the implementation based on research and operations;
- Review outputs submitted by the CSIS; and
- Perform any other office task that may be assigned by superior
What qualifications does being a Project Development Officer II require?
Unlike the PACC Action Officer, the Project Development Officer II is a more demanding post. And although the minimum qualifications aren’t that many, it’s specific:
- Bachelor’s degree (preferably in Public Administration, Development Studies, Social Sciences, Journalism, Communication, and other fields and industries related);
- At least four (4) hours of relevant and rigorous training; and
- One (1) ear of relevant experience (preferably in project management and/or in government development programs).
Place of Assignment
As a Project Development Officer II (PDO II), accepted individuals shall report at the Bureau of Local Government Supervision (BLGS) at the Local Government Relations Division.
Furthermore, the PDO II might be required to travel, conduct fieldwork, and/or attend training/seminars, the Department shall cover the PDO II’s actual transportation, daily allowance, and food/accommodation expenses but not to exceed the daily rate of per diem given to the regular employees on the official travel.

When would the job start?
As per the memorandum, the services of the appointed PDO II shall commence starting on November 4, 2019. It shall also end on January 31st, 2020 and is renewable every six (6) months of the following year/s.
Yes, this means that it’s a contract of service type of employment but it’s renewable every six (6) months.
Salary
The PDO II shall receive monthly compensation of P35,531.00 inclusive of tax. This means that in the three (3) months he or she would be working, he or she will be receiving P91,593.00.

As according to the memo, the payment shall be funded and made through the CSO/PPP Program.
